The City of Benicia engaged Walker Consultants to provide a comprehensive analysis of downtown parking, identify options for bike and pedestrian improvements, and to implement a parklet program.

Downtown Benicia’s waterfront, shops, restaurants, and arts community make it a desirable destination for both locals and visitors. Benicia’s primary corridor, First Street, is adjacent to walkable residential neighborhoods and has a mix of commercial businesses, scenic views, and access to the water. It is a popular destination for pedestrians, and it’s also an ideal environment for bicycle travel.

Walker recommended a comprehensive set of parking, bike, and pedestrian improvements, including:

  • Parking enforcement
  • Parking regulations
  • Employee and event parking
  • ADA parking
  • Shared parking
  • Wayfinding
  • Bike- and scooter-share programs
  • Curb management
  • Parklets
  • Enhanced bicycle infrastructure

Walker’s recommendations will create more convenient parking for visitors and workers in downtown Benicia thanks to increased enforcement of time limits in areas of high demand, an employee parking plan, and public-private partnerships.

Walker’s study also assists the City in creating a framework for multi-modal travel downtown. To promote walking and biking, Walker provided recommendations on the addition of bike lanes, including developing renderings demonstrating streetscape concepts.

To support the high pedestrian activity, Walker also recommended a parklet program to create a place for people to rest and relax while supporting local business. Walker partnered with the City to create and implement the parklet program with design guidelines, policies, and regulations.
