The City of Las Vegas engaged Walker Consultants to complete an audit of the City’s parking system following the selection of a new parking management firm and installation of a new Parking Access and Revenue Control System (PARCS).

Walker found the City had a well-managed parking operation that delivered a quality product to the public, but was still able to identify opportunities for improvement.

Walker’s analysis included three garages, 22 surface lots, and 200 on-street multi-space meters owned and/or operated by the City, as well as office administration processes and procedures. In addition to an on-site assessment, where Walker interviewed staff and observed operations, we also completed an off-site audit of contract compliance and reporting activities.

Walker reviewed and recommended changes to the City’s office administration and operation processes and procedures, as well as third-party processes, compliance with applicable ordinances and third-party contracts, and the accuracy of operator’s reports. These updated processes and reporting procedures will better align with industry best practices and improve compliance with outstanding contract terms.
