How do you grow without disrupting what already works?

That’s the question Walker Consultants helped answer alongside Regency Centers and a team of partners for the Bloom on Third development in Los Angeles.

Located at the crossroads of West Third Street, Ogden Avenue, and South Fairfax, Bloom on Third is more than a redevelopment—it’s a thoughtful evolution of the neighborhood. Designed to complement iconic neighbors like The Grove and the historic Farmers Market, the project builds on the area’s existing energy rather than replacing it.

Anchored by Whole Foods Market and CVS, the site already drew heavy foot traffic. We knew the parking experience had to support that pace—resilient, intuitive, and ready for the future. Our team developed a strategy that made the most of the site’s existing footprint: upgrading the surface lot and designing a new structure that worked with the flow of the space and the rhythm of daily life.

To help guide future operations, we also prepared a financial analysis of the commercial parking facilities. This included revenue projections under different validation scenarios, expense forecasting, and demand modeling based on user behavior. The analysis helped the development team understand trade-offs in parking policy and supported informed decision-making around design, pricing, and technology choices.

The 84,000-square-foot commercial addition was built with the intention not to stand out but to belong. With a curated mix of retail, dining, and gathering spaces, Bloom on Third is part of a larger mixed-use vision that will eventually include nearly 400 homes, offering new ways for locals and visitors alike to connect with the neighborhood.
