White Plains Hospital Parking Operator RFP

White Plains Hospital engaged Walker to develop an RFP document that would be used to solicit proposals from third-party professional firms to provide parking management services for their parking system.
The parking system includes the 325-space Davis Avenue Garage, as well as valet operations in the Davis Avenue Garage, Hospital’s main entrance, and Cancer Center entrance.
The previous operator only provided valet service and labor to support customer service, while the Hospital engineering department was responsible for planning and managing the parking system. The new operator removed these burdens from Hospital staff, as part of complete parking management services.
Walker’s significant NYC market experience and analysis of RFP responses provided clarity as to:

- Market operating costs and management fees
- Risk management
- Relative strengths and weaknesses of operators and proposals
- Operating plans and financial offers
