Walker provided Tower Health Medical Center (formerly known as Reading Hospital) with an asset management plan for four parking facilities on their campus, consisting of three- and four-level precast tee structures. Combined, it is 17 acres of structured parking. The parking structures exhibited signs of failing caulk joints, failing expansion joints, localized ponding, spalling haunches, broken tee-to-tee connections, and aging lighting systems. The structures were to remain open during the repair. Walker had to prioritize repairs to maintain a safe environment and anticipate future repair needs for budgeting.
