Scott McKinnis is a Parking Consultant in Walker’s Seattle office, where he specializes in transportation planning, parking consulting, and mobility strategy. He works with universities, airports, municipalities, healthcare organizations, and private developers to help clients better understand travel behavior, parking demand, and transportation system performance.
Scott’s experience includes transportation demand management (TDM), parking utilization studies, mobility planning, parking operations, travel behavior analysis, parking forecasting, stakeholder engagement, and data visualization. He enjoys translating complex datasets into clear, actionable recommendations that help clients make informed decisions about parking, access, and mobility.
Prior to joining Walker, Scott held leadership positions managing large-scale transportation operations throughout the Pacific Northwest, overseeing multimillion-dollar contracts, regional mobility programs, and transit services for Fortune 500 companies. His background in both operations and consulting provides a practical perspective when developing solutions that balance user experience, operational efficiency, and long-term planning objectives.
