Dawn is a curb management and mobility consultant in Walker’s New York City office. She brings 15+ years of public- and private-sector experience in transportation, most recently serving as the Senior Advisor to New York City’s Chief Climate Officer. At the NYC Mayor’s Office, she drove the City’s sustainable mobility agenda, including programs to promote the adoption of electric bikes, electric cars, and green freight solutions. Dawn previously served as Chief of Staff at the NYC Taxi and Limousine Commission, NYC’s taxi and ride-hailing regulator, and as VP for Policy and Partnerships at a curb management technology company.

Dawn’s work focuses on the intersection of transportation innovation and public policy, including regulatory policy, public-private partnerships, and creative strategies to advance sustainable transportation. Her work has resulted in state and local laws and countless local rulemakings to improve the mobility system. Dawn’s approach is characterized by high standards, optimism for progress, and practical experience overcoming the political and operational challenges surrounding public policy reform.
